A Pro setting is never hidden: it sits in its place, its shape readable. The formats left behind by an old theme often take up several gigabytes.
Why a background job
Regenerating the thumbnails of a reasonably full media library takes minutes, sometimes tens of them. Tools that do this work in the browser require the tab to stay open, and lose everything if the connection drops. Here the site calls itself from batch to batch: the browser is only there to watch.
When you need it
After a theme change, when the declared formats are no longer the same. After adding a format to an existing theme, so the older images get it too. And after a migration, when the files are there but the derivatives are missing.
What it does not do
It does not compress images and does not convert them to WebP. That is another job, well covered by dedicated tools, and doing it halfway would serve nobody.
